Hackney Council is down to the final six for an award to find the council of the year.
In total 28 councils entered the coveted category in the 2014 Local Government Chronicle (LGC) Awards.
Councils put themselves forward and are chosen depending on the level of innovation and quality of service delivery.
A spokeswoman said: “The shortlisted councils are doing things that other councils around the country may want to learn from.”
Other contenders include Derby, Durham, Oldham, Staffordshire and Wakefield, and the winner will be announced at a ceremony at Grosvenor House Hotel in Park Lane on March 12.
